 1. General Provisions

1.1. Citizens' Political Union "European Socialists" (hereinafter "the Party") is a voluntary political union of citizens, established on the basis of the Constitution of Georgia, the Organic Law of Georgia on Political Unions of Citizens and operates in accordance with Georgian law and this Charter.

1.2. The party is a non-profit (non-commercial) legal entity, has an independent balance sheet, settlement and other accounts in banking institutions, is authorized to acquire property and personal non-property rights, to be a plaintiff and a defendant in court. The party has a seal and a form (sketches and descriptions of which are attached to this charter).

1.3. The activities of the party cover the whole territory of Georgia.

1.4. Amendments to the party charter are registered in accordance with the law and within the timeframe set.

1.5. The establishment and activities of the party are based on the following principles:

1.5.1. Voluntary joining and leaving the party;

1.5.2. Independence and self-government;

1.5.3. Selectivity and accountability;

1.5.4. Equality before the law;

1.5.5. Publicity of party formation and activities;

1.6. The party symbol (logo) consists of three colors: blue, red and white. In the center of the blue circle is a white graphic image of a blue and red hand grip, representing a gesture of prosperity, equality and peace. Outside the blue circle on the upper arc, on a white background, the European Socialists are written in blue and red, and outside the blue circle on the white background in the lower arc in blue and red are written EUROPEAN SOCIALISTS. The inscriptions on the right and left sides of the arc are separated by two blue five-pointed stars. The party ring consists of three colors: blue, red and white. A white background in the center features a graphic image of a blue and red hand seizure, as well as a party identification number. Outside the circle, European socialists are written in red and blue with the Georgian inscription on the upper side, and EUROPIAN SOCIALISTS are written in the lower part of the circle. The inscriptions on the right and left sides of the arc are separated by two blue five-pointed stars. The party logo is placed in the center at the top of the party form. In the lower part of the sheet, on the whole stanza it is written: Georgia, Tbilisi, A. Politkovskaya 1 TP3T42; 0186; 42 A.Politkovskaia Str., Tbilisi, 0186, Georgia; [email protected];

1.7. The full name of the party in Georgian is: Citizens' Political Union "European Socialists"; In English: Political association of citizens "European Socialists";

2. The goals, objectives of the party and the forms of their implementation

2.1. The goals and objectives of the party are:

2.1.1. Representing and defending the interests of the country and society;

2.1.2. Restoring the country's territorial integrity and strengthening state independence, building Georgia's democratic state institutions and strengthening the state security system;

2.1.3. Building a rule of law based on the rule of law and promoting the formation of a democratic society, the provision of legal and institutional guarantees for the protection of universally recognized human rights and freedoms, and the formation of a strong civil society;

2.1.4. Promoting the economic potential of the country and solving the economic and social problems for the citizens and promoting the creation of their solid guarantees in this direction and the creation of a European type of universal welfare state;

2.1.5. Support for Georgia's multi-vector - Euro-Atlantic orientation and the deepening of good neighborly relations based on partnership with neighboring countries;

2.1.6. Active participation in the political life of Georgia, in the expression and implementation of the political will of the society;

2.1.7. Promoting free and fair elections.

2.2. To achieve these goals (objectives), the party uses any form of activity permitted by the law of direct and representative democracy.

3. Party membership

3.1. Any citizen of Georgia with the right to vote can become a member of the party, who recognizes and recognizes the party's charter and program, promotes its goals through his / her activities, is not a member of another political party.

3.2. It is not allowed to restrict party membership according to race, skin color, language, sex, religion, national, ethnic and social affiliation, origin, property and rank, place of residence.

3.3. Party membership is voluntary.

3.4. Admission to a party is based on a personal application and the recommendation of at least three members of the party, which will be considered by the Political Council within no more than three weeks.

3.5. Leaving the party is free. A party member will be deemed to have left the party from the date of submission of his / her application (including public announcement).

3.6. A member of a party who systematically violates the requirements of the charter, fails to comply with the decisions of the party leader or governing body or commits an unlawful act that violates the name and dignity of the party, may be expelled from the party upon written request of the head of the party. The decision to expel a person from membership in the party is made by the political council of the party, two-thirds of those present. In case of expulsion from the party, the person leaves any position held in the party.

3.7. A party member has the right to:

3.7.1. Participate in party activities;

3.7.2. To elect and be elected to party bodies;

3.7.3. Participate in the implementation of the goals set by the party charter;

3.7.4. Participate in the discussion of issues related to the activities of the party;

3.7.5. Address party leaders, obtain information about the activities of the party and its bodies;

3.7.6. To use the property belonging to the party in the prescribed manner.

3.8. The party member is obliged to:

3.8.1. Comply with the requirements set by the party charter;

3.8.2. Execute the decisions of the governing bodies of the party;

3.8.3. Take an active part in the activities of the party;

3.8.4. To take care of the name and authority of the party, to spread wide-ranging propaganda about its activities;

3.8.5. Take care of the material and technical base of the party and take care to strengthen it;

3.8.6. Is obliged to pay the membership fee of the party in the manner and amount established by the political council of the party.

4. Party activist (volunteer)

4.1. An activist (citizen) is a person who supports a party and actively assists it in achieving its goals and at the same time is not a member of the party and does not enjoy a decisive vote.

4.2. The rules for admitting a person as a party activist and expelling him / her from the party's activity are approved by the party's political council.

4.3. The activist is obliged to:

4.3.1. Execute the decisions of the governing bodies of the party;

4.3.2. Take an active part in any event planned on behalf of both central and local party structures;

4.3.3. Make the most of your own knowledge, experience and human resources to strengthen the party's name, dignity and authority.

4.4. A party activist has the right to:

4.4.1. Participate in party activities;

4.4.2. Attend public meetings of the party;

4.4.3. Participate in organizing meetings;

4.4.4. Participate in the implementation of the goals set by the party charter;

4.4.5. To apply to the party leaders, to receive information about the activities of the party and its bodies;

4.4.6. To use the property belonging to the party in the prescribed manner;

4.5. Being an activist is voluntary, an activist has the right to his own

5. Party structure

5.1. Party governing body:

5.1.1. The highest body of the party is the Congress of Party Members, which is convened at least once in 4 (four) years. The congress (extraordinary congress) may be convened at the initiative of the party chairman, the political council. This rule applies to both the convening of the congress and the convening of an extraordinary congress.

5.1.2. The procedure for registration of party members or delegates participating in the congress, the number of party members or delegates to be convened at the congress (at least 200 delegates) and the procedure for electing delegates shall be determined by the political council of the party.

5.1.3. The congress is authorized if it is attended by more than half of the party members or delegates, and decisions are made by a majority vote of the party members or delegates present at the congress.

5.1.4. The special prerogative of the congress is to adopt the party charter, make changes and additions to it; Election and dismissal of the party chairman, members of the political council, members of the audit commission; Party reorganization and self-liquidation; As well as resolving other issues provided by the legislation of Georgia.

5.1.5. The decisions of the party congress are recorded in the form of a protocol and it is signed by the chairman of the congress and the secretary of the congress. Except for the founding congress, which is signed by the chairman of the congress and a notary.

5.2. Party Executive Body:

5.2.1. In the period between congresses, the executive body of the party is the political council of the party. The political council of the party is headed by the chairman of the party;

5.2.2. The political council of the party is elected by the congress for a term of 4 (four) years. The term of office of a member of the Political Council of the Party may be terminated prematurely if the Congress elects a new member and / or a member of the Political Council of the Party;

5.2.3. The Political Council of the Party consists of 9 (nine) members, consisting of the Chairman of the Party (who is ex officio a member of the Political Council and is the Chairman of the Political Council) and 8 (eight) members elected by the Congress. Only a member of the party will be elected to the political council of the party;

5.2.4. The meeting of the Political Council of the Party shall be convened at the request of the Chairman of the Party or at least 3 (three) members of the Political Council of the Party;

5.2.5. The political council of the party is authorized if it is attended by more than half of the members. The Political Council of the Party shall be governed by the Rules of Procedure of the Council, which shall be approved by the meeting of the Political Council of the Party. The political council of the party makes decisions by a majority of the members present at the meeting.

5.2.6. The competence of the political council of the party includes:

5.2.6.1. Making separate decisions on appeals, statements, current activities of the party at home;

5.2.6.2. Approve the structure of the party, make decisions on the formation, reorganization, suspension and liquidation of structural subdivisions (city, district organizations, representations in administrative-territorial units) and deliberative bodies, interest groups and associations;

5.2.6.3. Approve the structure and regulations of the structural subdivisions of the party, as well as the structure and regulations of the deliberative bodies, interest groups and associations;

5.2.6.4. Defines the structure of the party secretariat, its functions, the procedure for appointing and dismissing secretaries;

5.2.6.5. Except for the cases directly defined by the charter, determination of the list of persons to be elected through internal party elections;

5.2.6.6. Approval of party voter lists and majoritarian candidates for elections at all levels;

5.2.6.7. Approval of the party budget;

5.2.6.8. Deciding on forums and other gatherings for the purpose of drafting and adopting documents on behalf of the party;

5.2.6.9. Making a decision on the membership fee of the party and determining the rules and amount;

5.2.6.10. Making decisions not provided for in this Charter, which do not fall within the exclusive competence of other party bodies;

5.2.6.11. The political council of the party is accountable to the party congress;

5.2.6.12. Decisions of the Political Council of the Party shall be recorded in the form of a protocol, which shall be signed by the Chairman of the Political Council.

5.3. Party Controlling Body:

5.3.1. The controlling body of the party is the party audit commission;

5.3.2. The members of the Audit Commission are elected by the Congress for a term of 4 (four) years with a composition of at least 3 (three) members. The powers of the members of the Audit Commission may be terminated prematurely if the Congress elects a new member and / or composition of the Audit Commission. The number and composition of the members of the Audit Commission shall be determined by the party congress upon the submission of the party political council;

5.3.3. The Audit Commission elects the Chairman of the Commission from among its members;

5.3.4. The Audit Commission is authorized if it is attended by more than half of the members of the Commission, the Commission makes decisions by a majority of those present at the meeting;

5.3.5. The Audit Commission is authorized to audit the financial and accounting documents of the party, control the registration of party members, as well as other powers defined by the party charter, decisions of the political council;

5.3.6. The Audit Commission submits a report on its activities to the Party Congress, and once a year to the Political Council.

5.4. Party leader and general and special representation

                  Authorized person:

      5.4.1. The leader of the party and the person authorized for general and special representation is the chairman of the party, who is elected by the congress for a term of 4 (four) years. Prior to the election of a new chairperson by the Assembly, the Chairperson of the Party shall, on the basis of the Charter, chair the Party and its Political Council;

      5.4.2. Represents the party and the political council in Georgia and abroad, as well as in relations with third parties;

      5.4.3. Signs party documents on behalf of the party and the political council;

      5.4.4. Makes political statements on behalf of the party and the political council and

                Appeals;

      5.4.5. Exercises other powers granted by this charter.

6. Party finances, property and sources of its formation

6.1. Sources of formation of party property and funds are:

6.1.1. Membership contributions of party members (the decision on determining the membership fee and the rules and amount is made by the political council of the party);

6.1.2. Donations;

6.1.3. Funds allocated by the state in cases prescribed by law;

6.1.4. Arranging party exhibitions and other similar events, as well as funds received for publishing, information and other activities, as well as other income, which is not prohibited by the legislation of Georgia;

6.1.5. The party is entitled to own the buildings, vehicles and other property necessary for the implementation of the statutory purposes;

6.2. Disposal of party funds is allowed only for the purpose of statutory purposes and its distribution among party members is prohibited.

7. Termination of party activities

7.1. The activities of the party may be terminated on the basis of its reorganization or liquidation.

7.2. A party may be banned only by a decision of the Constitutional Court, in cases prescribed by law and in accordance with the established procedure.

7.3. The reorganization of the party (merger, amalgamation, division) takes place by the decision of the congress, in case of reorganization the issue of distribution of property is decided by the congress in accordance with the established rules.

7.4. The self-liquidation of the party takes place by the decision of the congress.

7.5. Property remaining after a party ban or self-liquidation is transferred to the state treasury.

8. Rules for changing the charter

8.1. Only the party congress can change the charter, make changes and additions to it.

8.2. In case of changes in the charter, the party is obliged to notify the registering body within 10 (ten) days and submit the relevant documents.

8.3. The decision made according to the changes in the charter is valid only after the registration of this change.

        The charter is accompanied by an annex of 1 sheet.
