(Original) Chapter "European Socialists" called the Georgian government to be very sharp and follow the example of foreign countries, which skillfully avoid military situations

26.04.22

The chairman of the parliamentary political group "European Socialists" Fridon Indzhiya, at the plenary session of the Parliament, urged the government of Georgia to be extremely careful and take an example from those states that very skillfully get out of the situation without getting involved in the war in order not to harm their countries.

"I want to draw your attention to Israel, Turkey, Azerbaijan and other countries that are on the edge of a knife, but based on their interests, they are doing everything possible to avoid involvement in the war and get out of the situation. Our situation is more complicated, because part of the Georgian territory is not under control, and this line is located not far from the capital," said Fridon Indzhiya.

As the deputy noted, as a result of the fact that there was no war in Georgia for the last 10 years, certain economic resources appeared, and the government has the opportunity to finance the peasantry.

Fridon Indzhiya emphasized that two weeks before the war started in Ukraine, he spoke about the need for Ukraine to fulfill the Minsk agreements at the session of the Parliament.

"After a week, we, with my colleague Avtandil Enukidze (vice-speaker of the Parliament of Georgia), made another application on this matter, but today you see how everything turned out. Look at the situation today on the territory of our brother Ukrainian people... Destroyed cities... I don't want our country to be in such a situation. Therefore, it is necessary to be more cautious", noted Fridon Indzhiya.

He called on the authorities of Georgia to be more adequate, and emphasized that the rule of law should have paramount importance in the country in any situation.

On the issue of Georgia's accession to the European Union, the chairman of the parliamentary group "European Socialists" Fridon Indzhiya at today's plenary session of the Parliament presented the initiative to create a temporary interdepartmental state committee headed by Prime Minister Irakli Garibashvili.

According to the deputy, the committee should have special powers that will be approved by the country's highest legislative body.

"In the history of Georgia, an important event happened - we were handed a questionnaire to obtain the status of the country-candidate in the EU." After our answers, the EU will make a corresponding conclusion about whether Georgia can be granted the status of a candidate for the membership of the EU. I imagined that a temporary interdepartmental state commission or committee should be created on this issue, which, of course, should be headed by the prime minister and the ruling party," Indzhiya said.

According to his words, Georgia's entry into the European Union is crucial for the country's future to occupy its place in the region.

«We are given a unique chance, and we should not let it go. Everyone who can do something in this direction should participate to speed up the process", - stressed Fridon Indzhiya, addressing some representatives of the opposition and urging them to join the process of restoring the country.

«I want to address some representatives of the opposition. Among them are many educated, responsible people. I hope that soon they will be freed from certain obligations and will join the people who really want to join Georgia to the EU," said Fridon Indzhiya.

Georgia must be very careful, paying attention to every application and action. No country is in such a position as Georgia, because the enemy is located 40 kilometers away. Moreover, Georgia experienced two wars, as a result of which the territory of 20% is not under the jurisdiction of Georgia. This was announced by the chairman of the parliamentary political group "European Socialists" Fridon Indzhiya at a meeting with members of the delegation of European parliamentarians from the sub-committee on security and defense issues of the Foreign Affairs Committee of the European Parliament.

«For the last 30 years, we have experienced two big wars. At the beginning of the 90s, the population of Georgia was 5 and a half million people. Now the population of Georgia is about 3 million 700 thousand. Then there were 300 thousand people outside the country, and in 2008, up to 100 thousand displaced persons were added. They settled in different countries, including in Ukraine, today refugees from Ukraine are coming here. The Government of Georgia is doing everything possible to provide them with the necessary assistance, which is confirmed by the latest data, according to which Georgia ranks first among 191 countries in providing humanitarian aid to Ukraine.

«We know well what war is because we experienced it ourselves. Therefore, Georgia must be extremely careful in every application or action. Moreover, Georgia has gone through two wars, as a result of which the territories of 20% are not under the jurisdiction of Georgia", Fridon Indzhiya noted at the meeting.

At the meeting with the deputies of the European Parliament, they also focused attention on the judicial reform in Georgia. According to Indzhiya, if the country wants to be a democratic state, the judicial system should be fair, highly professional and meet international standards.

"It is no coincidence that out of 12 candidates for the position of judge, approved by the Parliament, we, as an opposition party, supported only a few, as we considered that the rest of the candidates did not meet the challenges facing our state today," noted Fridon Indzhiya.

The issue of Georgia's entry into the European Union was also discussed at this meeting, and Fridon Indzhiya emphasized that a big test awaits Georgia, and the questionnaire submitted to the Georgian Ministry of Foreign Affairs will be a test of what the country can do and how it will cope with this challenge.

(Original) "European Socialists" introduced a bill to guide Georgian citizens emigrating from Georgia

07.04.22

Deputy Fridon Indzhiya today presented the legislative initiative of the opposition parliamentary political group "European Socialists" to simplify the procedure for issuing Georgian citizenship to emigrants from Georgia and their children.

"I want to introduce you to the legislative initiative of the members of the European Socialists": Avtandila Enukidze, Davida Zilpimiani, Gela Mikadze and mine.

This initiative concerns amendments to the Organic Law "On Citizenship of Georgia", due to a number of important factors.

According to the Statistical Service of Georgia, in 2021 the population of the country was 3,728,573 people.

This indicator clearly conveys the severity of the demographic and migration problems of Georgia over the last 30 years.

Special mention should be made of the mass emigration of the 1990s, which followed a complex social and economic situation and military conflicts in the country. Citizens of Georgia, regardless of their nationality, went abroad. Unfortunately, this process continues to this day and reaches critical indicators.

The military-political conflict at the end of the XX century created another source of migration. As a result of the conflicts in Abkhazia and the Tskhinvali region, the population of these regions has been cut off from the rest of Georgia for almost three decades, and part of them live outside the country.

Against the backdrop of increased emigration indicators, there is a tendency to decrease the rate of return of emigrants to their homeland, for a number of reasons, they do not have the opportunity to return. One of the first reasons can be - deficiencies in the legislative base and even artificially created barriers.

Not only those who emigrated at the time, but also their children, who are more and more distant from their native roots, are separated from Georgia.

The state is obliged to return and protect everyone who fled because of the difficult social, economic, conflict situation in the country or was forced to leave their homeland, and at the same time, the state should give them the opportunity and motivation to return to Georgia.

The state is also obliged to provide material assistance to a family that has returned from emigration, which is the subject of further discussion.

The project of the law, prepared by the "European Socialists", is aimed at introducing those changes to the Organic Law "On the Citizenship of Georgia", which, according to the new regulations and taking into account the existing challenges, as well as practical necessity, will simplify the acquisition of the citizenship of Georgia for persons who left the country for the above-mentioned reasons. and also for their children.

Although there are clauses in the current law, which, theoretically, somehow simplify the procedures for obtaining citizenship, but in practice they do not fully ensure their effective implementation. Unfortunately, this causes resentment and disappointment among emigrants.

It is necessary to carry out such a migration policy, which will arouse interest in Georgia and give motivation to return to their homeland with their children. They should feel that the state cares about them. In this question, you can give an example of many other countries.

It is necessary to have reservations in the law that will facilitate the acquisition of citizenship for those who wish to return to their historical roots, so that there are no barriers for them, such as complex testing in the state language, history of Georgia and the basis of law.

We believe that such a policy of the state will contribute to the strengthening of the country and the improvement of the demographic problem.

When preparing the draft law, we consulted with various organizations, including state institutions, such as the Supreme Council of Abkhazia, the President's Administration, and also with individual members of the Parliament.
